Emmer Presses Walz Over Minnesota Daycare at Center of Growing Fraud Scandal
A viral video showing a seemingly inactive Minnesota daycare center with a misspelled sign has ignited fresh controversy surrounding the administration of Gov. Tim Walz, prompting sharp criticism and demands for answers from House Majority Whip Tom Emmer. The facility, known as the “Quality Learning Center,” appeared to have no children, no visible staff activity, and even an incorrectly spelled word “Learing” on its exterior signage, yet reportedly received millions of dollars in public funding.
The footage, widely shared across social media platforms, has become the latest flashpoint in a widening scandal involving alleged fraud within Minnesota’s social services programs. At the center of the uproar is the claim that the daycare received approximately $4 million in state and federal assistance despite glaring signs that it may not have been operating as represented.
Emmer Demands Answers From Walz
Rep. Tom Emmer, the third-ranking Republican leader in the House of Representatives and a longtime Minnesota lawmaker, reacted forcefully to the video. Emmer, who represents parts of the Twin Cities suburbs and St. Cloud, said the situation raises serious questions about accountability, oversight, and stewardship of taxpayer money under Gov. Tim Walz’s administration.
“Four million dollars of hard-earned tax dollars going to an education center that can’t even spell ‘learning’ correctly,” Emmer wrote in a post on X. “Care to explain this one, Tim Walz?”
Emmer’s comments quickly gained traction among critics of the governor, many of whom argue that the daycare incident symbolizes deeper, systemic failures within Minnesota’s social services oversight framework.
Viral Video Sparks Public Outrage
The controversy erupted after YouTuber Nick Shirley posted footage showing himself and another individual approaching a building on Nicollet Avenue in Minneapolis labeled the “Quality Learing Center.” Shirley immediately pointed out the misspelling on the sign and noted the absence of children, staff, or any visible activity at the location.
According to state records cited in the video, the center was licensed to care for up to 99 children yet the building appeared completely empty during normal operating hours.
“There’s no one here,” Shirley said in the video, gesturing toward the locked doors and silent property.
Heated Confrontation and ICE Accusation
Shortly after Shirley began filming, a woman appeared and repeatedly shouted warnings to anyone inside the building not to open the door, yelling, “Don’t open up. It’s ICE.”
The accusation intensified the encounter and drew additional attention online. Shirley denied being affiliated with Immigration and Customs Enforcement, identifying himself instead as an online commentator asking questions about public funding and transparency.
“Go away. You’re not welcome here. Shame on you,” the woman told him. It remains unclear whether she was an employee, operator, or otherwise connected to the daycare center.
Millions in Public Funds Questioned
During the encounter, Shirley displayed paperwork he claimed showed that the center had received approximately $1.9 million in funding during fiscal year 2025 alone. According to his records, total disbursements to the facility reached roughly $4 million over multiple years.
The funds reportedly came through Minnesota’s Child Care Assistance Program (CCAP), which is designed to help low-income families afford childcare so parents can work or attend school. Critics argue the program has been repeatedly exploited by fraudulent operators.
“This is a prime example of the billions of dollars in fraud happening right now in Minnesota,” Shirley said in the video. “This is one of hundreds of so-called daycares receiving millions of dollars from the government.”
Troubling Record of Violations
State inspection records add further complexity to the case. According to a report from a St. Paul ABC affiliate, the Quality Learning Center accumulated 95 violations between 2019 and 2023.
Those violations reportedly included failures to keep hazardous materials away from children, missing or incomplete documentation, and a lack of records for more than a dozen children allegedly enrolled at the center. Despite this extensive history, state documents show the daycare’s license remains valid through the end of 2026.
For critics, the continued licensure raises serious concerns about enforcement standards and regulatory follow-through.
A Broader Minnesota Fraud Crisis
The daycare controversy unfolds against the backdrop of a much larger fraud scandal in Minnesota. Federal investigators estimate that at least $1 billion has been lost to fraud across various social services programs in recent years. Some funds, authorities allege, may have been funneled overseas, including to the Somali-based terror group Al-Shabab.
The most notorious case involved a nonprofit known as Feeding Our Future, which allegedly orchestrated a massive child nutrition fraud scheme worth hundreds of millions of dollars. Other CCAP recipients are now facing similar scrutiny.
U.S. Attorney Joseph Thompson has warned that once investigations conclude, the total amount of fraud could surpass $1 billion. The U.S. Treasury Department is also conducting its own investigation, with Treasury Secretary Scott Bessent publicly acknowledging the magnitude of the problem.
Political Fallout and Public Reaction
The video quickly circulated among political commentators and lawmakers, fueling outrage and partisan debate. Some critics argued that ordinary taxpayers are being left to shoulder the burden while fraudulent entities exploit weak oversight systems.
Commentator Greg Price shared the footage online, writing that attempts to question Somali-owned daycares receiving millions in public funds are being met with accusations and intimidation rather than transparency.
Minnesota mayors and local officials have also expressed concern, saying constituents are increasingly fearful and frustrated as unanswered questions mount.
Officials Remain Silent as Questions Grow
Fox News Digital attempted to contact the Quality Learning Center using the phone number listed in state records, but an automated message indicated the call could not be completed. Requests for comment were also sent to Gov. Tim Walz’s office and Minnesota Attorney General Keith Ellison.
Additionally, Fox News Digital reached out to the U.S. Department of Homeland Security regarding the ICE accusation made during the confrontation. No official responses were reported at the time of publication.
A Symbol of Deeper Accountability Issues
For Emmer and other critics, the misspelled sign on an empty daycare building has become a powerful symbol of what they describe as a broader failure of accountability in Minnesota’s government.
They argue the public deserves clear answers—not only about how millions of dollars were allocated to a facility with obvious deficiencies, but also why repeated violations failed to trigger decisive corrective action.
As federal investigations continue and political pressure intensifies, the controversy surrounding the Quality Learning Center shows no signs of fading. Instead, it has become a focal point in an ongoing debate over transparency, oversight, and the responsible use of taxpayer dollars in Minnesota’s social services system.
