While NFL franchises prepare for the draft and continue signing free agents, the league’s New York headquarters has stayed quietly busy.
The NFL now faces negotiations over a new Collective Bargaining Agreement. This time, however, players won’t drive the conflict.
Instead, the league has drifted into territory it hasn’t visited since 2012, placing officiating at the center of the offseason.

Reports indicate that the NFL has begun preparing to use replacement officials after negotiations with the officiating union stalled. So far, both sides have failed to reach an agreement.

Fans who already question the quality of modern officiating could face a rude awakening if replacements take the field. In 2012, replacement referees sent the NFL season on a roller coaster of unexpected highs and lows.
The infamous “Fail Mary” game between the Green Bay Packers and Seattle Seahawks stands as the most notable example. The primetime broadcast ended in controversy that quickly spread across the sports world.
On the final play, one official signaled a touchdown on Russell Wilson’s heave to Golden Tate, while another prepared to call a touchback — a decision replay later supported. Despite the confusion, officials upheld the touchdown.

Roger Goodell responded by lifting the lockout and issuing a direct apology to fans. The situation raises an obvious question: has the NFL learned its lesson, or has Goodell forgotten it?

Most likely, the league and the referees’ union will reach an agreement before any replacement official steps onto the field. The NFL has no interest in inviting further controversy around officiating.
The disputed ending of the Buffalo Bills–Denver Broncos game still lingers in recent memory. Another moment like the “Fail Mary” could spark a public relations disaster — one even Goodell might struggle to fix with an apology.
